  • Transportation Committee Report relative to instructing LADOT to establish 2 Hour parking limits for the 26 diagonal parking spaces located on the south side of Franklin Avenue between Fuller Avenue to North Vista Street. The proposed parking limits would be in place 7 days a week from 9AM-6PM.
  • Item 22 (Council File 11-1769)
  • Motion (.pdf) relative to holding a Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing for the issuance of $60 million in California Municipal Finance Authority tax-exempt bonds for the Emerson College project. The TEFRA Hearing would be held on November 4, 2011.
  • Note: Per the motion, no City funds "will be directed to this project."
  • The Emerson College (Hollywood Campus) Project proposes to develop a 10-story (132 ft tall), 115,000 square foot, mixed-use educational facility and trade school with 220 student rooms and 4 staff/faculty apartments at 5960 West Sunset Boulevard. The project also includes 6,400 square feet of ground level retail space and 246 parking spaces.

  • Consideration of a Department of City Planning Report and proposed ordinance (.pdf) amending various sections of the Los Angeles Municipal Code to (1) allow certified farmers' markets to be permitted in a residential zone through the authority of the Zoning Administrator and (2) to allow certified farmers' markets by-right in agricultural, commercial, manufacturing, and parking zones; if the markets meet certain performance standards.

  • Report (.pdf) from the Central APC and appeal relative to the Central APC's approval of a request to permit three dwelling units in lieu of the maximum permitted two units at 822-824 North Sycamore Avenue (ZA-2009-2937-ZV-ZAA-1A).

Wednesday, October 26:

• Transportation Council Committee (2:00 PM)
• Item 5 (Council File 11-1339)
• LADOT Report (.pdf) relative to the renewal of "Temporary" Preferential Parking District (PPD) No. 112 and a change in its parking restrictions so non-resident parking would be prohibited on weekends.
• PPD No. 112 is located on the residential streets south and east of Runyon Canyon Park's Vista Street entrance (i.e. Franklin, Sierra Bonita, and Gardner) and north of Hollywood Boulevard. The current restrictions of PPD No. 112 are No Parking 7PM-8AM and 2 Hour Parking 8AM-7PM. LADOT is recommending that the restrictions be changed to No Parking Anytime Except; 2 Hour Parking 8AM-7PM Monday to Friday.
• Viewpoints: I think that these changes "would be bad for visitors of Runyon Canyon Park and bad for residents who live on nearby residential streets that lack permit parking."

• LADOT Report (.pdf) relative to the status of the City's on-street car share Request for Proposals. Per the report, the LADOT has not yet completed the RFP but expects to do so "in the next 45 days.

• Continued discussion relative to legal criteria and issues related to federal, State, and City redistricting laws, including the concept of communities of interest and Brown Act requirements for public hearings.
