When you view the Hollywood Community Plan and the FEIR, please notice that there is no discussion of the decision that Hollywood should become more dense and no discussion of infrastructure. The city says that it has money to do a traffic study, but it will not be done until after the Community Plan has been adopted.
There are two modes of transportation - streets including freeways and buses and subways. The Hollywood Freeway will not be widened. The streets are beyond capacity and the subway goes virtually nowhere. Thus, people will have cars or very limited transportation and this restricted mobility significantly reduces the value of the super dense properties.
Look at it this way -- The Hollywood Community Plan is a silver platter on which the councilmembers are giving away billions more tax dollars to their cronies.
